Introduction
The City of Richmond is seeking an aspiring professional to join the City's legal team in the capacity of Assistant City Attorney.

The Assistant City Attorney is an at-will position, serving at the pleasure of the City Attorney. It is distinguished by the level of difficulty and complexity of work performed. An Assistant City Attorney is expected to use a high degree of independent judgment and represent the City Attorney in performing the functions of the office with minimum supervision.
Ideal candidates for consideration will have excellent communication and analytical skills, thrive in a fast-paced and dynamic environment, and have a strong desire to expand and grow their skill set on a vast array of complex municipal issues.
Experience or strong interest in one or more of the following municipal law subject areas is a significant plus:

Position Description and Duties
Under general direction of the City Attorney, the Assistant City Attorney assists in administering all phases of City legal work. Performs specialized and complex legal work in connection with more significant legal problems or in a specialty area. Assists in the legal representation of City Council, boards and commissions, the City Manager, and City departments. This is an exempt, at-will position in the City service.

  • Performs legal research and renders legal opinions on various legal issues for City departments, City Council, and City boards and commissions.
  • Researches and analyzes legal issues; drafts legal opinions, ordinances, resolutions, contracts, leases, deeds, and other legal documents and instruments; approves ordinances, resolutions, and contracts as to form and legality.
  • Manages and assists outside counsel representing the City and its employees.
  • Represents the City in civil litigation cases and administrative hearings.
  • Negotiates with other governmental agencies and private parties on behalf of the City and represents the City before other governmental agencies to promote its interests.
  • Works closely with and renders legal assistance to City officials and staff, City Council, and City boards and commissions.
  • Assists City departments in establishing departmental policies by developing and applying legal points and procedures and recommends changes in City policies and procedures to meet legal requirements.
  • Attends day or evening meetings of the City Council and City boards and commissions and renders legal opinions, as requested.
  • Provides legal training to City officers, employees, boards, and commissions.
  • Prosecutes misdemeanor violations of City ordinances and related criminal appeals.
  • Performs related work as required.
Minimum Qualifications
Knowledge of: Legal principles and procedures, including municipal and general civil and administrative law and procedures; rules of court, civil procedure, and evidence; methods of legal research including computer research; modern office practices and equipment, including computers and applicable software
Ability to: Analyze, interpret, and prepare complex legal documents; prepare and conduct effective court and hearing presentations; establish and maintain effective working relationships; communicate effectively, both orally and in writing; analyze facts and apply legal principles, rules of evidence, and precedents to legal problems; delegate and prioritize the work of others; multi-task and adapt to changing priorities; maintain quality legal work under the pressure of urgent deadlines; develop, plan, and implement City and departmental goals and objectives; attend day and night meetings on a regular basis

Skill in:
Analytical thinking; problem-solving; organization and time management
Education/Experience:Juris Doctorate degree and five (5) years of increasingly responsible law experience practicing municipal law.
Desired Qualifications: Knowledge of the Brown Act, Public Records Act, and conflict of interest rules; Experience with serving as legal advisor for public meetings
License and Certifications: Active membership in the California State Bar is an ongoing requirement. Possession of a California driver’s license is also an ongoing requirement.
